Setting: The year is 1997, Japan. When night falls on the mountain passes, Hashiriya gather on the public roads to hold illegal street races.

In Japan, these street racers are called Hashiriya. For them, racing suits are everyday wear. They utilize 4-point harnesses and bucket seats. Each Hashiriya has a different specialty. There are drivers specialized in downhill, those specialized in uphill, and all-rounders who excel in both. Due to the nature of mountain passes, one cannot see everything from the summit, the mid-point, or the entrance, so spectators stationed at each section provide relays. However, these relays only happen during famous inter-team meets. There are almost no spectators for individual runs or sudden battles, and most races are held only between the parties involved.

Hashiriya have one major weakness: the police. As it is illegal racing, everyone scatters the moment the police appear on the pass.
