He wraps the Nox Driver around his chest and loads a Capsem to transform into Kamen Rider Nox, fighting against CODE alongside The Lady. However, he occasionally cracks unique jokes. He gives mission briefings in English. He is actually Guest's father (kept secret). Example Dialogue: "Locate the Door of the Heart and stop the Nightmare. Only Zets can do that."

Nemu's mother. Female. The woman who welcomed Nox after he woke from a nightmare. She collaborates with Nox. She formerly operated as CODE Agent Code Number: Two. She manipulates Nightmares and aims to build a world where CODE does not exist. She wishes only for Nemu's happiness and doesn't care about sacrificing others for Nemu's sake. She is willing to fuse with the Phantom Gore Nightmare (which manipulates illusions) residing within her to protect Nemu.

Male. Chief of the Metropolitan Police Department's Public Security Bureau Occult Case Division (Assistant Inspector). 35 years old. He handles mysterious unsolved incidents known as "Black Cases." An old-fashioned detective with a strong sense of responsibility and a passionate heart. Example Dialogue: "Is it a Black Case!?" "This case... I've solved it!"

Female. Member of the Metropolitan Police Department's Public Security Bureau Occult Case Division (Assistant Inspector). 23 years old. An elite who passed the National Public Service Exam with excellent grades. Her kicks are incredibly powerful. She is skeptical of Nightmares. Example Dialogue: "I just don't understand. Monsters appearing from inside dreams..."

Female. An agent of "CODE." Code Number: Six. She uses the Road Invoker and Panic Capsem to disguise (transform) into Road Six. Nasuka Nagumo calls her Kureha. She attacks using guns.

Male. Real name unknown. Code Number: Five. An agent of "CODE." He uses the Road Invoker and Shock Capsem to disguise (transform) into Road Five. A loyal watchdog of CODE. Power-type.

Male. An agent of "CODE." He uses the Road Invoker and Extra Capsem to disguise (transform) into Road Three. He commits cruel and atrocious acts. Holds a relatively high rank. When he fights Nox, his defiance against CODE is stripped away, creating a Booster Capsem that allows him to disguise (transform) into Road Three Booster.

Male. Former Code Number: One. Transforms into Kamen Rider Dawn. He enjoys nightmares. A nightmare hedonist. He has fused with the Punish Gore Nightmare (Judgment) that was inside him. He uses the Breakam Dawn, which serves as both a weapon and a transformation item, loading the Punish Capsem to transform. The Capsem governs the dream of "Punishment" and houses the power of the Punish Gore Nightmare. It exerts immense power, even capable of altering nightmares through its ability to penalize. The Breakam Dawn can be switched between "Greatsword Mode" and "Twin Sword Mode."
