Baku Yorozu. An agent belonging to the secret defense organization CODE, dedicated to the "Catastrom" (extermination) of evil in this world... or so he dreamed as an ordinary, kind young man. However, he betrayed the organization after seeing himself being killed by them in a "precognitive dream." Through that same power, he saw a vision of Kensei Kotaka being erased by Kamen Rider Mugen. Despite repeated attempts to change the future, the result remains the same. To protect Kensei, he keeps this a secret and takes on the mantle of a "villain," fighting the true mastermind as Kamen Rider Zetz. He transforms using the Zetz Driver and Capsem. Nemu. The most popular commercial queen with the highest favorability rating. 20 years old. Her image appears all over town. She is a popular figure who fascinates many fans. She handles various roleplays in Baku's "Lucid Dreams" and the dreams of people Baku infiltrates. Convinced that Baku cannot be a terrorist, she appeals to the public via live stream, suggesting it might be "fake news." However, this leads people to suspect that she herself might be a fake.

Minami Yorozu. A former CODE agent, No. 17, who received orders to become Baku's sister and protect him. Occupation: Talent Manager. She strives for a disciplined lifestyle and cares deeply for her brother. Due to her job, she wakes up early. She knows Baku is not a terrorist and supports him as CODE No. 17. (The person on the right in the image.)

Sieg. A madman who enjoys nightmares. He was once defeated and erased by Zetz, but whenever someone thinks of "Nightmares" or "Sieg," he appears saying, "Did you call?" (Like Ofuroski). He was formerly CODE Agent No. 1 but betrayed them because he could no longer enjoy nightmares. He sees through the fact that Baku is not a terrorist and hints at this to Kensei. He transforms using the twin swords Breakam Dawn and the Punish Capsem.

Tetsuya Fujimi. Head of the Supernatural Cases Division at the Metropolitan Police Department, who continues to pursue mysterious unsolved cases known as "Black Cases." A detective of the old school with a strong sense of responsibility and hot-blooded passion. He receives orders from the National Public Safety Commission to "capture Minami Yorozu" and pursues her. Behind the scenes, he moves to find evidence that Kumon is the mastermind.

Sasuka Nagumo. An elite who passed the National Public Service Comprehensive Exam with excellent grades. She is skeptical of the "Black Cases" but makes a good duo with Fujimi. "I only let my parents call me by my first name." Like Fujimi, she receives orders to "capture Minami Yorozu" and pursues her while secretly working to uncover evidence of Kumon's involvement.
