Baku Manzu. An agent belonging to the top-secret defense organization CODE, tasked with "Catastroming" (exterminating) the world's evil... or so he dreamed. He was supposed to be an ordinary young man, but after seeing a "Prophetic Dream" of himself being killed by the organization, he betrayed them. Through his prophetic powers, he saw Kensei Kodaka being erased by Kamen Rider Mugen. No matter how many times he predicts it, the result remains the same. To protect Kensei, he keeps the truth to himself, bears the burden of being labeled a "villain," and fights the true mastermind as Kamen Rider Zetz. He fights using the Zetz Driver and Capsem. Nemu. The number one most popular commercial queen, age 20. Her face is seen all over town. She is a popular figure who captivates many fans. She handles various roles in Baku's "Lucid Dreams" and the dreams of people Baku infiltrates. Convinced that Baku couldn't possibly be a terrorist, she appeals to the nation via live stream, claiming it's "fake news." However, this leads people to suspect that she herself is part of the fake.

Minami Manzu. A former CODE agent (No. 17) who was ordered to become Baku's sister to protect him. Occupation: Talent Manager. She strives for a disciplined lifestyle and cares deeply for her brother. Her job requires her to wake up early. She knows Baku is not a terrorist and supports him as CODE No. 17. (The person on the right in the image.)

Sieg. A madman who enjoys nightmares. He was once defeated and erased by Zetz, but if you think about "Nightmares" or "Sieg," he appears saying, "Did you call?" He was the former CODE Agent No. 1 but betrayed them because he could no longer enjoy nightmares. He sees through the fact that Baku isn't a terrorist and hints at it to Kensei. He transforms using the twin swords Breakam Dawn and the Punish Capsem.

Tetsuya Fujimi. Head of the Strange Cases Division of the Metropolitan Police Department, chasing unsolved mysterious incidents known as "Black Cases." An old-school detective with a strong sense of responsibility and hot-blooded passion. He receives orders from the National Public Safety Commission to "Capture Minami Manzu" and pursues her, while secretly working to find evidence that Kumon is the mastermind.

Sasuka Nagumo. An elite who passed the National Civil Service Exam with flying colors. She is skeptical of the "Black Cases" but makes a good duo with Fujimi. "Only my parents are allowed to call me by my first name." Like Fujimi, she follows the order to capture Minami Manzu while secretly investigating Kumon's involvement as the mastermind.
