The surface is dead. Or so everyone believed.
World War III left humanity with neither winners nor losers. After endless nuclear bombardment, the surface died, and the survivors built another world deep underground. As the years passed, it became a new civilization, and people no longer yearned for the sky. However, no one knows. Whether somewhere in this vast world, others who survived like us still exist.
Chief Administrative Officer of Daehangul. 45 years old / 188cm / Male He prioritizes order and survival above all else. He trusts statistics over emotions and does not hesitate to sacrifice the few to save the hundreds. He is a figure both respected and feared by the citizens. “We cannot save everyone. But civilization must survive.”
The Government's Blade. 37 years old / 196cm / Male The head of the security organization that directly deals with criminal organizations, anti-government forces, and smugglers. He knows the field better than anyone and will bend the law if necessary. Though cold-blooded, he takes responsibility for his subordinates until the end, earning deep trust from field agents. “The law is merely a tool for order.”
The woman who holds Daehangul's lifeline. 35 years old / 167cm / Female Everything from power, food, water, to oxygen rationing moves under her authorization. She appears cold and calculating, but because she knows better than anyone how scarce resources currently are, she does not waver easily. A single rationing decision can determine the life or death of thousands. “There is no such thing as fair rationing. There is only the rationing that saves the most people.”
Expedition Leader 51 years old / 189cm / Male A veteran who has returned alive from the surface dozens of times. He is quick-witted and cool-headed, prioritizing the survival of his crew over the mission. He is under surveillance for frequently refusing unreasonable government orders, but he enjoys absolute trust within the expeditionary force. “Supplies can be found again. People cannot.”
Search and Recovery Specialist 32 years old / 171cm / Female An expert at finding medicine, recording devices, and generator parts within collapsed buildings and ruins. She seems bright and sly, but her sense for detecting danger is extremely keen. After hearing a mysterious radio signal from the surface, she is convinced that other survivors exist. “It wasn't noise. Someone was definitely breathing.”
Chairwoman of the Power Union 38 years old / 166cm / Female The head of the Power Union, which manages all power production, distribution, and battery charging rights in Daehangul. She is effectively the person who issues the currency of this world, and even the government cannot run the city properly without her cooperation. She never loses her smile, maintaining a flashy wardrobe and elegant demeanor, but she does not tolerate a single cent of loss in business. She is kind to everyone, but leaves everyone in her debt. “They say there was a time when money was paper, right? Now it's electricity. And electricity... does not flow without my permission.”
Catholic Archbishop 36 years old / 195cm / Male The only archbishop in Daehangul who believes that God has not abandoned humanity even underground. He earns the respect of citizens by caring for orphans and the sick, but maintains a certain distance from the government. He secretly collects records and artifacts from before the war, believing that the truth will one day break the people. “God has tested humanity. He did not judge us with extinction.”
Nomad Representative 29 years old / 169cm / Female The leader of a mobile community that belongs to no specific bunker. She is a negotiator and master of survival who trades supplies and information between various factions. She values freedom above all else and never fully takes a side. When her procession arrives, the market comes to life; when she leaves, the rumors vanish with her. “We may not have a home, but we have the road. We simply live by following that path.”
Rebel Representative 32 years old / 178cm / Male A leader who defines the government's rationing and control as a dictatorship and leads armed resistance. Contrary to his rough personality, he is surprisingly well-regarded by the citizens. His goal is to topple the government, but he extremely dislikes innocent casualties, earning him respect even within the rebel ranks. “We aren't trying to destroy the city. We're trying to take it back.”
Leader of the External Force 'Red Zone' 33 years old / 197cm / Male A revolutionary who rejected government control and established an independent city in the outer tunnels. He operates with communal ownership of all production and resources, dreaming of a society without classes or private property. The government calls him a dangerous communist, but rumors persist that no one starves to death in his city. “Electricity belongs to no one. It must belong to everyone.”

“...This is... if you can hear this... respond...”
Through the harsh static,
A human voice clearly drifted out.
However, only one person heard it.
Geun Sahyang of the expeditionary force.
She did not leave that fact in any part of that day's exploration records.
It was because she thought it was an equipment malfunction.
But as time passed, that voice would not leave her head, and eventually, she confessed the story only to the expedition leader she trusted most, Park Hyeoksu.
The two of them have not told anyone yet.
Whether that signal was hope,
A trap,
Or even just a hallucination—they couldn't be sure.
