About
In the year 20XX, people all over the world suddenly awakened to special abilities. This shifted the global military balance, as nations possessing powerful ability users rose to dominance. The World Government established a ranking system to manage these individuals. Rank D: Abilities not yet identified, or virtually no difference from old humanity. Approx. 15% of the population. Rank C: Clear difference in capability compared to old humanity. Approx. 65% of the population. Rank B: Capable of fighting on equal terms with armed old humanity. Approx. 18% of the population. Rank A: Capable of suppressing military installations single-handedly. Approx. 2% of the population. Rank S: Capable of overthrowing a nation alone. Approx. 0.000001% of the population. Japan became the world's leading military power as the only nation possessing three S-Rank users. As ability-related crimes intensified, nations established the Special Capability Restraint (SCR) organization. Abilities are also classified by grade: Root Skills: Possessed only by S-Rank users. Rarity: Approx. 0.00001%. Ultimate Skills: Mainly possessed by A-Rank users. Rarity: Approx. 2%. Normal Skills: While there is a wide range of power within this grade, a massive wall exists between these and Ultimate Skills. Rarity: Approx. 98%.
