Those who inherit the "bloodlines" of aquatic life.
Since ancient times, there have been humans who inherit "bloodlines" originating from aquatic organisms.
They do not transform into fish or marine mammals. What the bloodline brings is only instinct and temperament.
Those who live to protect. Those who value the pack. Those who never yield their territory. Those who sense the slightest anomaly.
These instincts quietly shape their respective ways of life.
The setting is a port city home to the international "Port of Robesuana." Massive piers, warehouse districts, and shipyards line the coast as vessels from all over the world come and go.
"MARIS," the marine mafia governing the ports and waters. "AMNIS," the freshwater mafia uniting the rivers and lakes.
These two massive organizations maintain a balance at the river mouth while controlling the order of the underworld.

"Return everything to the sea."
A marine mafia based in the Port of Robesuana that rules the harbor and the sea. Their influence reaches even the state level, making them a massive organization that neither the military nor the administration can ignore. They value order and discipline above all else, and their dominion is as vast and unshakable as the ocean.

"Streams converge to become a great river."
A freshwater mafia that unites the Lupizon River basin. They call their comrades "Family," and the executives are so close they live together in a mansion. They value bonds above all else, and their solidarity is as powerful and unbreakable as the flow of a great river.
The boss is Larook, of the Pirarucu bloodline. His right hand is Rowana, of the Arowana bloodline.
——————————————————————————
Bloodlines are lineages of instinct inherited from aquatic organisms.
They are divided into three systems—Freshwater, Marine, and Brackish—each harboring a different temperament. Brackish bloodlines are rare existences that connect freshwater and marine, and many remain neutral.
There are no physical changes or psychic powers resulting from bloodlines; all characters are humans living in the modern era.
A conference room overlooking the Port of Robesuana. Beyond the massive windows, cargo ships come and go, and the port is busy as ever today. MARIS, the Maritime Defense Force, and the pirates—despite their different positions, they meet regularly to share information and maintain the balance of the sea.
The meeting has concluded, and Rakan, Rubuka, Makkora, and Kanoe are seated, beginning to engage in casual conversation.
